AQAP (Allied Quality Assurance Publications) are standardized norms and requirements for quality assurance developed by NATO for the design, production, and delivery of products for the defense sector. AQAP publications were developed by NATO to harmonize quality management principles, increase supply security, and ensure repeatable product quality within the international supply chain.

NATO standards are described and published in accordance with the standardization agreement STANAG 4107, which regulates the mutual recognition of quality assurance systems between member states. Government Quality Assurance (GQA) is an integral element of the AQAP system, ensuring independent control and supervision over the proper implementation of quality requirements.

In the further part of the article, we will explain the operating principles of the AQAP system, the formal requirements related to certification, and the benefits resulting from the implementation of these requirements for manufacturers and suppliers of technical products.

Organizations supplying equipment to the defense sector, in addition to standard quality requirements, must meet AQAP standards developed by NATO. AQAP standards primarily apply to military equipment.

What Is AQAP Certification?

AQAP certification is a formal confirmation that an organization has implemented AQAP standards and an effective quality management system compliant with NATO requirements. The purpose of certification is to ensure that products and services delivered in the defense sector are repeatable, safe, and compliant with quality requirements and stringent NATO standards. Meeting AQAP quality requirements enables the harmonization of quality procedures across the entire military supply chain and increases the credibility of manufacturers. AQAP certification prepares organizations for the execution of military contracts. Possession of an AQAP certificate is proof that a company has met the strict requirements of the Ministry of National Defense, which helps reduce errors in the military supply chain.

What Does the AQAP Certificate Cover?

As mentioned earlier, AQAP certification is a NATO quality management system. It covers all key areas of quality management in the production and delivery process for products for the defense sector, including, among others:

Quality management requirements – meeting all product quality requirements from the design stage through serial production, extending ISO 9001 standards with defense-specific requirements.

Requirements for supervision and control at every stage – meeting certification requirements that include supervision over production, control of parameters, and product traceability. All delivery quality requirements must be met to ensure compliance with NATO standards, minimize the risk of complaints, and maintain customer trust. This is particularly important in the defense sector, where delivery quality has a direct impact on system reliability and operational safety.

Quality plan requirements – the implemented AQAP standard includes complete documentation and procedures aimed at ensuring that the production process complies with applicable standards.

How to Obtain an AQAP Certificate?

Obtaining an AQAP certificate is possible in conjunction with the certification process of the ISO 9001 quality management system. The ISO 9001 quality certificate is a globally recognized quality management standard. This means that obtaining an AQAP certificate first requires the implementation of an ISO 9001 quality management system. Only at a later stage do AQAP standards extend ISO 9001 with specific requirements for the defense and armaments industry. The implemented AQAP standard enables participation in tenders and execution of orders for the armed forces of NATO member states.

Who Can Certify AQAP?

AQAP certification is carried out by independent certification bodies that do not require accreditation by the Polish Centre for Accreditation (PCA). The entire process is supervised by institutions of the Ministry of National Defense. In Poland, certification is conducted by bodies accredited by the Polish Centre for Accreditation (PCA), including the Quality Certification Center (CCJ), the Polish Center for Testing and Certification (PCBC), as well as private entities.

Who Must Hold an AQAP Certificate?

Implementation of the AQAP system is required for manufacturers and suppliers executing military orders covered by contracts, as well as those delivering products or providing services ordered by the Armed Forces of the Republic of Poland or other armed forces of NATO member states.

The NATO AQAP certificate is required, among others, for manufacturers in the aviation industry, suppliers of communication systems, IT services, defense equipment manufacturers, and companies supplying parts, materials, and components for defense contractors, for example the production of rubber seals for military applications.

What Is the Cost of an AQAP Certificate?

The cost of comprehensive implementation of the AQAP management system varies and depends on many factors such as the size of the organization, the scope of the process covered by certification, and the choice of the certification body. Certification costs include, among others, the certification audit, preparation of documentation, implementation of AQAP standards, and personnel training.

For What Period Is the AQAP Certificate Issued?

The AQAP certificate is usually issued for a period of three years. During the validity period, mandatory surveillance audits are conducted to verify whether the organization continues to meet NATO requirements and effectively manages quality in military contracts. Extension of the certificate requires maintaining the effectiveness of the implemented AQAP standards and the quality management system. Failure to meet these obligations results in suspension of the certificate.

The requirements standard covers both design and production processes, ensuring product repeatability and compliance with contractual quality requirements. It includes, among others, requirements management, design validation, change control, and risk management. Implementation of the AQAP system enables planning, execution, and supervision of design work in such a way that the final product meets contractual, technical, and quality requirements.

AQAP 2210 for Software

AQAP 2210 defines additional requirements related to software quality, including quality assurance in the areas of delivery, logistics, and operational support for the defense industry. This publication is applied in conjunction with AQAP 2110 or AQAP 2310. Compliance with AQAP requirements guarantees high quality standards in IT projects. It is required for companies that wish to supply software to the armed forces of NATO member states.
